Old Lyme Board of Selectmen
Special Meeting: Friday, November 12, 2010

The Board of Selectmen held a special meeting at 4:00 PM on Friday, November 12, 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Automated Single Stream Recycling – Discussion of Bids Received
First Selectman Griswold stated that on 1 October 2010, the Town of Old Lyme received two bids in response to the Town’s Request for Proposal that appeared in the New London Day.

All Waste Inc.
All Waste submitted a unit price bid for each of the next four fiscal years.  The bid uses a per cart pick-up charge, base on the actual number of carts picked-up.  All Waste did not provide lump sum numbers nor guaranteed maximum price numbers, as requested in the Town’s RFP.

First Selectman Griswold said he called Keith Santos, Manager – Major Accounts, on October 14th and requested he supply the lump sum and guaranteed maximum price information, as specified in the RFP.  On October 15th, Mr. Santos sent an E-mail which basically restated the unit price information and did not supply the lump sum and guaranteed maximum price pricing.

Shoreline Sanitation
First Selectman Griswold spoke with Gary Yuknat, President of Shoreline Sanitation, on October 19th to request he provide the lump sum information that was requested in the RFP.  Mr. Yuknat did supply the guaranteed maximum price information as part of his bid submission.  At some later time, he supplied the requested lump sum information.  Accordingly, the Town received both the lump sum and guaranteed maximum price information.

First Selectman Griswold said that, if a unit pricing contract were accepted, it would be difficult to monitor the activity.  He further said that automated recycling will not be exclusively for residential customers; it will include small businesses as well.  Selectwoman Reemsnyder said that, since both bidders did not originally submit complete bids, accepting one might appear to show favoritism.  She said that the safest thing to do would be to reject both bids.  Selectman Sibley believes that if both bids are rejected, the Town can then negotiate with a contractor to develop a contract that is more favorable to the Town.  He thinks there is real synergy between the refuse collection and automated recycling and, by combining them, the best interests of the Town would be served.




Selectwoman Reemsnyder made a motion to approve the following resolution:
Resolved:  
That the Board of Selectmen rejects both bids received on 1 October 2010 in response to the Town of Old Lyme’s Automated Single Stream Collection Request for Proposal.  The members of the Board believe this rejection is in the best interest of the Town.

 Selectman Sibley seconded the motion.  SO VOTED

2.  Adjournment
Selectman Sibley made a motion to adjourn the meeting at 4:23 PM., seconded by Selectwoman Reemsnyder.  SO VOTED.
